The President of the Republic of Indonesia, Prabowo Subianto, has introduced a significant policy aimed at strengthening national economic resilience by requiring the retention of Export Proceeds from Natural Resources (DHE SDA) within the country. This policy is regulated in Government Regulation No. 8 of 2025 on Amendments to Government Regulation No. 36 of 2023 on Export Proceeds from the Business, Management, and/or Processing of Natural Resources. Furthermore, this policy includes key content such as changes in the percentage of DHE SDA that must be retained within the Indonesian financial system and changes in the retention period for DHE SDA.
Through Government Regulation No. 8 of 2025, exporters in the mining sector (excluding oil and gas), plantations, forestry, and fisheries are now required to deposit 100% (one hundred percent) of their DHE SDA into the national financial system for a minimum period of 12 months in special accounts at national banks. Meanwhile, exporters in the oil and gas sector will continue to be governed by Government Regulation No. 36 of 2023.
Despite the stringent retention requirements, President Prabowo emphasized that exporters will still have flexibility in utilizing DHE SDA funds, provided they remain within the national financial system, including conversion into Rupiah within the same bank for business operations, tax payments, state revenue, and other government-related obligations, dividend payments in foreign currency, payment for the procurement of goods and services not yet available domestically, and repayment of foreign currency loans for capital goods procurement.
Meanwhile, for exporters who do not comply with this policy, the government will impose administrative sanctions in the form of a suspension of export services. The Indonesian government views this policy as a strategic measure to enhance economic stability, strengthen foreign exchange reserves, and support sustainable economic growth.
