A New Era of Industrial Reporting Through SIINas

In Indonesia’s industrial landscape, business actors are undoubtedly familiar with the National Industrial Information System (SIINas). SIINas is an integrated set of procedures and workflows that encompass institutional elements, human resources, databases, hardware and software, as well as data communication networks interconnected with the aim of delivering, managing, presenting, servicing, and disseminating industrial data and/or information. In addition to being required for industrial licensing, SIINas is also essential when businesses submit industrial reports to the Government.

On March 26, 2025, the Ministry of Industry (MoI) issued Minister of Industry Regulation No. 13 of 2025 concerning Procedures for Submission of Industrial Data, Industrial Estate Data, Other Data, Industrial Information, and Other Information through the National Industrial Information System (MoIR No. 13/2025), which replaces MoIR No. 2 of 2019. This regulation marks a major shift in the data reporting obligations for national industrial players.

The submission of industrial data by Industrial Companies is carried out during the development and/or production stages. Whereas previously industrial data was reported semi-annually, it must now be submitted four (4) times per year. The periodic submission of industrial data must follow these provisions:

a. Data for the period of January to March must be submitted between April 1 and April 10 of the same year;
b. Data for the period of April to June must be submitted between July 1 and July 10 of the same year;
c. Data for the period of July to September must be submitted between October 1 and October 10 of the same year; and
d. Data for the period of October to December must be submitted between January 1 and January 10 of the following year.

The industrial data must reflect the factual condition of the company’s industrial activities for each reporting period.

Next, submission of industrial estate data is carried out during both the development and commercial stages. Industrial Estate Companies are also required to report their data 4 (four) times per year. The schedule follows the same timeline as industrial data mentioned above. Industrial Companies and Industrial Estate Companies that fail to submit industrial data, industrial estate data, and/or other data will be subject to administrative sanctions.

Another notable change introduced by MoIR No. 13/2025 compared to MoIR No. 2/2019 is the segregation of business types. Previously, reports were only categorized between services and manufacturing. Now, a new category which is shipyard industry has been added. Additionally, the data variables requested have become more detailed and tailored to each business’s specific operational needs.

MoIR No. 13/2025 represents a significant transition in how industrial data reporting is structured, increasing the frequency from twice a year to four times annually through the SIINas platform. The implementation of this regulation demonstrates the Government’s commitment to strengthening the national industrial ecosystem through more structured, accurate, and sustainable data reporting. With enhanced reporting frequency and precision via SIINas, industrial players are expected not only to fulfill their administrative obligations but also to actively contribute to the development of responsive, transparent, and data-driven industrial policies.
